Getting into weird grey area for me... Taking a semi-logical guess, are the permissions on the library directories and referenced libraries themselves such that nagios can read and execute them? check_ping is somewhat special in that it's just a fancy wrapper for (/ usr)/bin/ping. ping must be SUID root to be run by the nagios user/ check_ping so you might want to verify that.
