Technically you could kind of use my plugin mentioned about to do what you want by simply specifying a whitelist host (doesn't have to exist) so that Nagios raises critical on any host that gets a lease. You wouldn't be notified of new leases being handed out for the remainder of the notification interval though. I consider this a bit of a hack to be honest.
