Either: You forgot to add the "admin" group
Or you didn't reference the contact group file in nagios.cfg Or the contact group file has the wrong permissions or ownership and can't be read. But my suggestion is once again to read the manual and to Google a while to find some blogs describing the whole installation and configuration process.
