What is the error you're getting?  What happens when you tell nagios to 
validate the config?

   nagios -v /path/to/nagios.cfg

The file windows.cfg is a conventional name to hint there might be 
windows based computers in there.  However that's for you, not Nagios. 
Nagios reads them all, and processes them afterwards.  There is likely 
an error, maybe a missing reference, so full details on the error is 
important.
