I have a hunch the problem's in nagios-master-test.cfg. Do you have a backup of that file from before the last time you modified it, or have a known-good "nagios-master.cfg" file you can compare it to? Or the example bone-stock nagios.cfg? You're using a newer version of Nagios than I am, too. A while back I realized I'd been migrating an ancient nagios.cfg for too long.
