I see the two settings in nagios.cfg you have mentioned, but I am quite sure
did not compile Nagios code with  : ./configure --enable-embedded-perl
--with-perlcache otheroptions

Nagios.cfg and default is enabled if i recall correctly. Or google, my
friend. Nagios.org also has very thorough documentation.
