Looks like we're having a problem with Nagios resetting the timezone when
issuing the RESTART_PROGRAM external command.
We have an event handler set up to dynamically create some Nagios config files
from our database, at the end of which we send the RESTART_PROGRAM command via
the comand file.
Below, we see that when started using the RESTART_PROGRAM, the TZ gets reset to
GMT, whereas when we restart using the standard command line, this doesn't
happen.
Even when logging to syslog, Nagios submits the wrong time:
