Hi Lynnette, I was at my Cosmo Prof today and they told me that there was no base and topcoat. Mmmm, maybe they just didn't have it? I did see the lotions there though.

It is a really pretty sparkle red. It dried super fast, but even with three layers of top coat it is still dull and feels gritty.
