Why? I think the reason why NANOG cannot do this is that this kind of work is better done outside of a mailing list and the NANOG community has not shown much interest in doing it. NANOG folk set up a blog but virtually nobody contributed. There was (and still is) a best practices wiki out there but not much in the way of contribs.
