That's a good question! I don't know, I typically sign up to the Microsoft JMRP (https://sendersupport.olc.protection.outlook.com/pm/services), knowing what users are sending your emails to junk mail can be quite helpful in my experience. It's one of their only free options to guarantee email delivery. If somebody from Microsoft is here that could help; that'd be great. I had to switch my NANOG subscription from Microsoft over to another email system just to avoid bounces, so this knowledge would greatly assist the NANOG list as well. Then again, your comment is regarding blocked IP networks, do you have any more information to your issue?
