They may do so from time to time, and they may even have good
intentions, but without a clear process for engaging an entity, there's
no reliable way to get things like this taken care of. Back-channels
are useful for escalation and unusual happenings. This is not an
unusual happening, and at least initial action on things that are not
unusual should not require escalation.
