Yes it is a little more complicated as it depends on the size of the
provider and if the user is a minor. It must be preactivated on services
used by a minor ( sim card basically)
There is opt in/out and larger providers are required to offer solutions
that allow parents to control various categories in some way or another,
all for free. You may offer add ins at a cost , such as additional blocking
categories, security services and whatever else you can dream up.
