Absolutely no need to apologise - what you are seeing is that BGP is used for 
both basic reachability and traffic engineering, and the most reliable way for 
a route advertiser to dictate pol;icies to others is to use more specific 
prefixes. Little wonder that more specifics account for 52% of the BGP RIB in 
IPv4.
