Hi Mike, BFD on the links in the path that you can control (if your Networking OS supports it reliably ) can provide sub second failover)
for assurance you can use Ethernet OAM (to show that your network is ok) (not much help for the internet ... it may be worth reviewing the paths between your network and where the radio station wanted / the service delivered or streamed to ? but if an 3rd party after your upstream provider has a faux paw it would be unreasonable for the customer to blame you...
