Looking for a /16 ip space

I have a friend who is currently looking to buy a /16 IPv4 subnet. Please
see the requirements below:

  - Preference: Transfer to RIPE.
  - Acceptable Regions: RIPE, APNIC, or ARIN blocks.

On a side note, does anyone happen to know if Cogent sells legacy resources?
