That regulation doesn’t require you to know where the user is unless you are trying to avoid age verification for users not subject to their jurisdiction.
It’s also questionable, if you are outside their jurisdiction whether they can subject you to such extra-territorial overreach, but in the tRump/Putin/Shi world order, sovereignty and jurisdiction seem to be less relevant and rule of law may no longer matter as much in restricting government power, so all bets are off.
