Martin, >From the NANOG perspective, the best place to tie your own alert system to nat'l threat levels is with the Telecomm ISAC, which is run out of the NCS. That is the 27/7/365 commander center for telecomm sector security. Bear in mind, a change in the HSAS may NOT be as a result of a specific threat to Telecomm, so get with the ISAC instead.
