At a guess supplying services the Comcasts and Verizons of this world haven't managed to provide well, like DNS, Email, Webservices, and feeding trolls.
ADSL is virtualised here anyway, as it is almost all from the national telecomms carrier. Some of my best friends own virtual ISPs, they aren't starving.
