I'd be curious as to how they implememted this.  Prop up ALCs and deal with the 
complaints as they came?  If, not how was the research done as to what was 
legitimate tcp25 and what wasn't.  For how many customers?  Residential, 
business or both?  DHCP only or static too?  etc...
