Yes and no. ARIN won't assign additional addresses (including address
transfers) until the ISP is in compliance with the SWIP/rwhois policy.
When there are complaints on file, they'll be particularly diligent
about checking that compliance. They won't revoke addresses for not
complying with the SWIP policy, but when they carefully check your
compliance (often due to complaints) they may find other faults for
which revocation is justified. That latter bit has happened more than
once.
