Campus network deployments are expensive, by their very nature. You are deploying a *lot* of capacity over a not-insignificant footprint. If your building has been constructed sans wiring closets, then I can forsee other issues in your future - Will you be deploying WiFi on site? If so, where do you intend to situate the Switches/ONTs+PoE injectors for those? I wouldn't put my name to this.
