+1 As far as I understand it, branching is done from the head (or any tag I guess). As for blogging, go for it. Posting to the dev list is probably also a good idea. Anon CVS access is rather behind, and less reliable. It may make sense to post on your website a zip of the tree/dist when you want people to try it out.
