Summary: .cvspass overrides password attribute

Initial Comment:
According to Clayton Harbour, NAnt's built in CVS
ignores the password attribute specified on the <cvs-*>
task if there is a .cvspass file present.  This
behavior is counterintuitive since usually the most
recent/most volatile specification of a value overrides.  

For example, an environment variable overrides a value
hardcoded in a program; but a command line argument
overrides an environment variable.

The proposed solution from feedback is to remove (depricate)
the password attribute on the cvs tasks>.  The reason behind
this is the password is not accessable or needed for all
protocols (i.e. cannot redirect standard input for ssh, sspi
does not require a password).

Along with removing the password attribute a new task will
be created (the <cvs-passfile /> task) to handle the
addition of new cvs roots or change of passwords in a
.cvspass file.
