This behavior is counterintuitive since usually the most recent/most volatile specification of a value overrides. For example, an environment variable overrides a value hardcoded in a program; but a command line argument overrides an environment variable. The reason behind this is the password is not accessable or needed for all protocols (i.e. cannot redirect standard input for ssh, sspi does not require a password).
