What does it do in the presence of excludes? There are at least two cases, one where the included fileset has an exclude - which should not affect anything else in the fileset doing the including. But if the fileset doing the including has an exclude, it's not obvious what the correct behavior should be. I think it should exclude things from the included fileset as well.
