Summary: <solution> continuing build with non-dependent projects

Initial Comment:
When building <solution> and one project failed (e.g. on 
missing reference) other projects in solution should still 
be built (if they do not depend on failed project). This 
was feature of 0.84 NAnt and older.

I have this issue fixed locally. I'll commit it after I've tested it 
against my (local) <solution> task test suite.
