Summary: File properties doesn't override project properties

Initial Comment:
We have a project with /notlb as a project settings for
idl-files (midl compiler). On some idl-files we
override this property.

The problem is that both properties are used by nant
and the result is no tlb files.

Here is part of the log:

[midl] Output file 'C:\temp\test2\Release\test2.tlb'
does not exist, recompiling.
[midl] Contents of c:\temp\tmpA75.tmp
[midl] /nologo
[midl] /env win32
[midl] /tlb "C:\temp\test2\Release\test2.tlb"
[midl] "C:\temp\test2\dummy.idl"
[midl]
[midl] Starting 'midl.exe (@"c:\temp\tmpA75.tmp" /out
C:\temp\test2 /notlb)' in 'C:\temp\test2'
[midl] Processing C:\temp\test2\dummy.idl

Nant version: NAnt 0.85 (Build 0.85.2173.0; nightly;
12/13/2005)

I have attached a test project.
