try
<property name="IsNet1.0"
value="${string::contains(nant.settings.currentframework, 'net-1.0')}" />
instead of
<property name="IsNet1.0"
value="${string::contains('${nant.settings.currentframework}', 'net-1.0')}" />
what you did is actually compare the string
"${nant.settings.currentframework}" to "net-1.0", which is always
false, instead of retrieving the value of the property.
