No, it's hidden. :-)

In Explorer, look under Tools | Folder Options... | View | Files and Folders  
and click on Hide protected operating system files.  That should let you see 
the System Volume.

I don't know how this "hiding" works at the programmatic level, if at all.  
That is, if you tell NAnt to process ALL directories on a drive, I don't know 
if NAnt has a way of telling hidden ones from others.
