Summary: csc task fails with empty doc attribute

I have a slingshot generated build file that works using
0.84.1455.0.
I installed the latest nightly build - 0.85.1538.0
(20040318)
Using 0.85.1538.0, I get the following error:
An empty string is not a valid value for attribute 'Doc'
