Melel Xojobal.  FBC HUMAN RIGHTS CENTER CALLS ARBITRARY DETENTION 
        OF TWO TZELTALES WORRISOME.
The Fray Bartolome de Las casas Human Rights Center stated that Daniel
Gomez Velasco and Jose Angel Gomez Velasco, detained by the Army oN
February 6, were tortured and forced to declare themselves to be
zapatistas, as if it were a crime.  In response, the FBCHRC called this
situation worrisome, since it is taking place during the preparations for
the next National Consultation, called by the EZLN, and during the work
which is going on concerning the state proposal for the disarmament of
civilian groups.

Diario de Chiapas.  ANOTHER ALLEGED ZAPATISTA CAPTURED.
        The State Office of the Attorney General reported that the Mixed
Operational Bases, located in San Cayetano, municipality of San Andres,
detained Manuel Perez Hernandez, alleged EZLN sympathizer, accused of
carrying a 38 caliber weapon.  It added that an investigation was under way
into the crime of the carrying of weapons for the exclusive use of the
Army.

RELIGIOUS CONFLICTS
********************************

Diario de Chiapas.  RELIGIOUS CONFLICTS RESURFACE IN CHAMULA.
        Evangelical leader, Abdias Tovilla, denounced that caciques and
traditional Catholics from the municipality of San Juan Chamula prevented
60 evangelical children from entering school.  He also said that there has
been a threat to dislocate 8 families in Yitic Paraje, who were beaten up
and jailed by municipal authorities.  In response to these events, Abdias
Tovilla said that the evangelicals were demanding that the State Attorney
General take action against those responsible for the crimes of kidnapping,
damages and robbery.  He also held the Secretary of Government responsible
for any outbreaks of violence which could arise in that municipality, due
to the lack of guarantees for the practicing of religion.

DIALOGUE

Diario de Chiapas.  ORGANIZATIONS MEET TO ANALYZE COCOPA PROPOSAL.
        The National Secretary of Indigenous Peoples for the PRD, Antonio
Hernandez Cruz, stated that on the 13th and the 14 th of this month, more
than 70 indigenous and campesino organizations would be meeting in the city
of San Cristobal, in order to analyze the San Andres Accords and to review

them from a technical legal perspective, so that they can be recognized in
the Meixcan Constitution.  Among the issues to be analyzed are lands,
participation of indigenous in the spaces of power and the administration
of justice.

ACTEAL CASE

Diario de Chiapas.  REITERATION THAT HIGH LEVEL OFFICIALS ARE INVOLVED IN
        ACTEAL CASE.
Local PRD Deputy, Carlos Bertoni, stated that the massacre of the 42
indigenous persons has not been able to be clarified, nor have the truly
guilty been punished, because those at the highest levels are implicated. 
He added that the Attorney General's Office of the Republic has only been
interested in creating scapegoats.

PARAMILITARIZATION
******************************

Cuarto Poder.  ASSERTION THAT THERE ARE NO PARAMILITARIES IN
        CENTRAL ZONE.
The Government delegate for the central zone of Chiapas, Ignacio Soberano,
stated that there are no white guards nor paramilitary groups in that
region, but, rather, a climate of calm prevails.  He added that the
presence of these groups has not been detected in the municipalities of
Venustiano Carranza or Nicolas Ruiz either, and that the conflicts which do
exist are over land ownership and for social demands.

HEALTH
******************************

Cuarto Poder.  INTERNATIONAL RED CROSS PROMOTES PROJECTS IN
        ZAPATISTA COMMUNITIES.
The delegation from the International Committee of the Red Cross stated
that, with the help of the Mexican Red Cross, they would be promoting
projects benefiting communities of zapatista influence.  They added that,
in the communities of San Miguel and La Garrucha, municipality of Ocosingo,
they would be implementing water and agricultural projects and a
vaccination program.  They also said they would be presenting an
agricultural and health project in the community of La Realidad, in Las
Margaritas.  They also announced an agricultural program in San Jose, of
the same municipality.

NATIONAL EVENTS
******************************

La Jornada.  GUERRERO ELECTORAL COUNCIL REFUSES TO OPEN
        ELECTION PACKETS.
The State Electoral Council (CEE) refused the request of the PRD to open
the election packages from the process held last Sunday in Guerrero, in
order to review the results which led to the triumph of the PRI candidate. 
Six of the nine citizen members of the CEE, who were proposed by the PRI,
voted against the petition, because they said it was an illegal procedure. 
The other three  members, who were proposed by the PRD itself, abstained
from voting on the issue.

La Jornada.  25,000 PRD MEMBERS IN ACAPULCO DEMAND ELECTION CLEAN-UP.
        In front of some 25,000 activists from the entire state of
Guerrero, the PRD gubenatorial candidate, Feliz Salgado Macedonio, said
that President Ernesto Zedillo will have to issue instructions ordering a
real clean-up of the recently held elections in that state. Salgado
Macedonio reiterated that his party will continue fighting through the

electoral process, and he added that, if armed groups in Guerrero carry out
acts of violence, the federal and state governments will be responsible. 
Meanwhile, the Elections Secretary for the PRI National Executive
Conmmittee, Carlos Armando Biebrich, admitted that there were fraudulent
ballots in Guerrero, but he added that, even if they were voided, the PRI
candidate would still be the winner.

Diario de Yucatan.   GUERRERO BUSINESSES CALL FOR REVIEW OF ELECTION
PACKETS.
        Leaders from Guerrero's business sector asked the State Electoral
Council (CEE) to review the election packets in order to clean up the
election, and so the citizenry might enjoy peace and calm.  They added that
the CEE should act impartially and deal with opposition demands, in order
to avoid conflicts.
