Council OKs Ponca changes

             The Lincoln City Council approved an agreement Monday
             subjecting the Ponca tribal headquarters to certain city
             ordinances.

             The agreement allows the Ponca to place its headquarters, 1701
             E St., in a federal trust.

             During the 1950s, the federal government terminated the Ponca
             Tribe. The government later restored the Ponca to tribal status
             but did so without establishing a reservation for the tribe.

             Fred LeRoy, Ponca chairman, said Monday his tribe merely
             wants to establish a headquarters, engage in cultural and
             traditional activities and, perhaps in the future, offer health
             services.

             But city officials had raised concern about potential gambling
             activities at the site if the land were placed in trust. So the
             Ponca agreed to abide by certain city ordinances -- including
             gaming restrictions.........
