SACRAMENTO, Calif. (AP) - A wealthy Indian tribe that owns a 1,200-slot
machine casino belatedly joined dozens of other tribes and signed a pact
with the governor Tuesday that would increase casino-style gambling on
California reservations. 

The Agua Caliente, which earlier declined to join the 57 other tribes that
approved the pacts on Friday, signed the agreement in Gov. Gray Davis'
office. 

``In the 11th hour of the 20th century, we have sought to make right with
the first Americans,'' Davis said with the tribe's chairman, Richard
Milanovich, at his side. 

The Palm Springs tribe is a major participant in California's gambling
politics and had considered bankrolling a ballot initiative next year that
would have dramatically increased casino-style gambling on Indian
reservations. 

But after days of negotiations in the Capitol, the tribe decided against a
ballot fight. 

The agreements ward off a Justice Department threat to enforce a federal
court order that would have shut down the tribes' slots and low-stakes
blackjack games in mid-October. 

The state agreed to allow slot machines to continue operating after the
Indians consented to a cap of no more than about 43,000 of the devices. An
estimated 18,000 are in use now. 

The compromise came after a high court overturned Proposition 5, the 1998
voter-approved measure that allowed gambling machines and certain card
games at Indian casinos. The justices said the California Constitution bans
such Las Vegas-style gambling.
