YUKON: Ottawa should review RCMP procedure, natives say
Globe and Mail  Saturday, October 9, 1999

WHITEHORSE -- Canada's largest aboriginal group has called on the federal
government to review RCMP procedure following an inquest into the death of
a native man killed by a police officer.
"POLICE FORCE ALWAYS SEEMS TO BE LETHAL FORCE WHEN IT COMES TO FIRST
NATIONS," national Chief Phil Fontaine said in a news release
yesterday. "The federal government must not allow another life to be lost
in such tragic circumstances. We have already lost too many lives." Harley
Timmers was killed by RCMP Corporal Wayne Foster in September, 1998. Cpl.
Foster was patrolling alone when he fatally shot Mr. Timmers, 23, after a
short foot chase and struggle. The coroner's jury heard Cpl. Foster, who
was being choked,  shot Mr. Timmers five times.  After 10 hours of
deliberation on Thursday,the inquest jury recommended the RCMP work in pairs at night 
and review their use of headlocks, among other things. CP
