The core question here is "What behavior do we want to enable?" As much as nautilus is a file browser, it's really whatever we make it. People don't need such distinctions between their applications as we often make. I think the right way to go with this is to have the double click play the DVD by default. Perhaps registering an option to "Browse DVD" from the right click menu would be a good addition. However I think the best modus operandi here is to Play a DVD not to browse the odd mix of files that exist on them.
