It should take effect immediately on all open and subsequently-opened windows, 
AFAIK. It does seem to be somewhat broken in b140.

(Incidentally, 'Use compact layout' in the Preferences, and the 'Compact View' 
option in the toolbar dropdown, do two different and completely independent 
things, despite their names.  I'll file an upstream bug about that, if there 
isn't one already...)
