As Bernd broke the ice (thanks Bernd!) with submitting
the first doctools based manpage, I believe we should
slowly start to add some content there...

The doctools format is rather simple and by looking at
one source page, you can grasp very easily how it's done.
If I look at the:

   llength [info comm ns_*]
   194

that would mean considerable work. Not counting the C-api.
But to have Tcl-API documentend, plus some nice-looking
bunch of useful config files for 2-3 types of common uses,
would really allow us to go 5.0.
The C-API can be documented in the code itself and we can
use some existing utilities to extract the docs directly
out of the C-files.
