NaviServer (and OpenACS) include integration with NSF/XOTcl, so that's what I'd try for object oriented work in NaviServer, not TclOO.
Btw, my understanding is that NSF/XOTcl is strictly more capable than TclOO, and has certainly been in real-world use much longer, so it'd be more first choice to try anyway.
