I attended one of the very first NEBS seminars held, a few years back. It was hosted by Bellcore (now known as Telcordia). They are the ones who wrote the specs., with input from the RBOCs (although some of the RBOCs may have additional requirements, and some also make the 'objective' specs in NEBS, 'required' specs to get into their CO).
Going back to your question, as to which one to attend, personally I would prefer to attend the one hosted by the authors of the specification. Make sense? In either one, there will be reps from the various RBOCs.
