Matt, I'm not a CO expert, but I've been in a few and I've talked to a few people who manage COs around the country. What I found was that you can't assume that they will all be as cool as you or the Bellcore spec requires. I heard and saw pictures of one CO that was located down in the South which was a converted school house and it had a window air conditioner to keep it cool.
