maximum width of the equipment itself is 21 1/4 inches.  The center 
of the mounting holes on one side to the center of the holes on the 
other side is 22 1/4".  The inside opening width is 21 1/2" and the 
outside width measurement of the network rack is 26".  The standard 
heights for "23 inch" network equipment racks are 7 foot, 9 foot, and 
11 foot 6 inches.

Joe,

It is my belief that the 23" is the nominal distance for the mounting 
hole spacing on the equipment "ears".  The inside width of the 
flanges being a minimum of 500mm and the outer width dimensions of 
the flanges being 600 mm.  The second set of requirements show the 
inside and outside dimensions for a power lineup.

I have seven Zone 4 network relay racks at our museum from Newton, 
AT&T and Hendry. They are all exactly the same with the same 
measurements.  These racks house a DDS STC Hub and End Office.  The 
equipment is designed to "just fit" into the racks.  I will get out 
my tape measure and send you what I find out.  I will then try to 
match the data with the proper specification.  I am sorry I was not 
more helpful the first time around.

19" and 23" racks, only the "desired" NEBS 2000 Framework Criteria for 600mm
and 750mm racks.  Am I missing something here?

        R3-15 [57] The width of the flange aperture (the width of the open
space between the uprights) shall be 500 mm, +2 mm/-0 mm for the 600-mm wide
frameworks, or 650 mm, +2 mm/-0 mm wide for 750-mm wide frameworks.  

        500mm = 19.7" and 650mm = 25.6". 

        This is nowhere near the "equipment width" dimensions of 19" and 23"
C.O. equipment.
