Homeland Security May Delay Rollout of New Pay System
The Department of Homeland Security may not shift to new salary scales until 2006 in order to provide more time for testing and refining the management system that will be used to rate employees on how well they do their jobs, a senior official said.

So while Bush is out there campaigning, saying Kerry's policies "are dangerous for world peace," L. Paul Bremer is at the Greenbrier resort, telling the Council of Insurance Agents and Brokers on Monday that he thought things in Iraq would be okay no matter who wins the election.
