1. Split Disbursement Now Mandatory in Army
Army officials and employee unions have finished bargaining 
on a guidance implementing the provisions of a law requiring 
Defense Department travelers using the government-issued 
travel charge card to pay their charged expenses using 
split disbursement at travel settlement. The policy had 
been in abeyance pending the bargaining.

Effective with an October 6 memo from the Army's financial 
operations office, all Army civilian personnel required to 
use the individually billed travel card must use split 
disbursement. It is to be accomplished through the travel 
voucher process. All Army travelers required to use the 
individually billed travel card are responsible for 
designating an amount equal to the charges on their travel 
card to be sent to the card-issuing bank. Approving/reviewing 
officials will review vouchers and will return for correction 
vouchers submitted by travel card holders that do not, at a 
minimum, accurately reflect the reimbursable charges for 
which travel card use is mandatory.

2. GAO Sees Opportunities to Sustain Management Progress at FSA
The Department of Education's Office of Federal Student Aid 
is making solid progress and addressing key management 
issues, however, "its plans and reports do not contain all 
the required information needed by the Congress and the 
public" to assess its progress in achieving its goals and 
purposes, a new report from the Government Accountability 
Office has said. 

It said that FSA is required to prepare an annual performance 
plan and have performance agreements with its senior officials, 
and that "past reviews revealed serious problems and concerns 
about FSA's management."

However, FSA received an unqualified, clean audit opinion for 
its financial statements for fiscal 2002 and 2003, which found 
no material internal control weaknesses, according to 
GAO-05-31.

It said FSA has developed a human capital strategy and attempted 
to increase the accountability of its senior officials, even as 
it found weaknesses in those initiatives. 

"FSA has a draft succession plan to prepare for the retirement of 
key staff, but the plan shows that the agency will redistribute the 
duties of most retiring staff but does not discuss how the agency 
will develop the skills of remaining staff to take over new 
responsibilities," according to the report.

3. Management Assessment Program 
The Office of Personnel Management has scheduled a seminar for Dec. 
5-10, for new or experienced supervisors and managers as well 
as individuals in agency management development programs. 

Given at the Western Management Development Center in Denver, 
"Management Assessment Program, Insights and Guidance on 
Personal Strengths," is a six-day program designed to give 
mid-level managers insight into their leadership strengths 
and weaknesses. 

Participants are evaluated in several leadership and personal 
competency areas, and coaching as well as multi-rater 
personalized feedback is provided to help build individual 
development plans. 

Through lectures, exercises, assessment questionnaires, and 
individual feedback, mid-level managers develop new strategies 
to improve their personal performance and have greater 
impact on organizational effectiveness and success.
