Congress Drops Atomic Bomb Plan From Bill
The Bush administration called in 2002 for exploring new nuclear weapons that could deter a wide range of threats. Research on those programs was removed from the spending bill, a rare instance in which the Republican-controlled Congress has gone against the president.

No Intelligence Compromise Seen
Key legislators on opposite sides of the deadlocked effort to reorganize the nation's intelligence community said Monday they will not compromise their positions to give Congress a chance to pass the measure at a special two-day session early next month.
