Post Federal Diary column, discussed comments from the
Consumers� Checkbook 2005 guide to the FEHB
(www.guidetohealthplans.org) on plans recommended for
individuals and families. The Consumer-driven Option
available through the American Postal Workers Union (APWU)
received these comments.
"For a General Schedule employee buying coverage for a
family of four (all younger than 55), Checkbook's tables
indicate that Blue Cross basic and standard options and
the APWU consumer-driven option are worthy candidates among
nationwide plans."
"For a General Schedule employee who is single and younger
than 55, Checkbook's ratings identify several plans as good
buys. Nationally, they include Blue Cross and Blue Shield's
basic option, the APWU consumer-driven option, the GEHA
high-deductible plan and the Blue Cross standard option."

Here are some of the key features to this Consumer-driven
health benefit program:
that is yours to control. Benefit dollars in this account
cover the first $1200 (single) or $2400 (family) of
healthcare expenses at 100%. Funds remaining at year�s end
roll over to the next year, allowing members to save for the future
deductible is met. Members are responsible for this
out-of-pocket amount only if PCA funds are exhausted.
This amount is $600 for single and $1200 for an entire
family. The health coverage then covers 90% of in-network
medical costs (70% out of network). Coverage becomes 100%
in-network if the annual out-of-pocket maximum of $4,500

and $800 (family) may also be used to cover vision and dental
