FED OFFICIAL: BUSH TO TAKE ACTION OVER OCEAN REPORT MIAMI � The Bush administration's top man on the environment said Thursday that the president's upcoming response to the U.S. Commission on Ocean Policy would be "action oriented." Under the Oceans Act of 2000, Bush has until Dec. 20 to respond to the Ocean Commission's report, and there has been concern among ocean advocates and scientists that his response would be lackluster.
