I have found the opposite situation in my experience. Tests actually
drive me to complete the functionality by showing explicitly what's
not currently working. Rotative pairing also helps to avoid "test
paralysis", since your peer will point to you that "enough is enough".
TDD is in my opinion the most valuable XP practice by itself.
