In the #2 case above, Joe may be pretty much stuck, unless he quits
this job and gets another. Change may be possible, but it won't be
easy.
In #1, Joe can express that he wants to get out of database work, and
do something else (say more rule-based expert system work). He can
sign up for more of that, and others can sign up for the database
work. With lots of pairing and cross training going on, there should
be no work that only Joe could do.

On a good team, with pairing, everyone is always ready, willing and
able to help other team members.
If Joe has been doing his work paired with others, and he doesn't
feel like helping with any particular problem, he can always refer
the requester to one or more people he recently helped with similar
issues; they should be able to help with today's issue.
If Joe just doesn't want to work with other people, approach #2
may "help," to some extent, but it has high costs, both for Joe and
for others.
