You can check that b does not already have an existing relation of this
type in any direction to any other node.
e.g.

MATCH (b:Person { name:'b' })
MATCH (c:Person { name:'c' })
WHERE NOT ((b)-[:Husband]-())
MERGE (c)-[:Husband]->(b) //no relation is created since b already has a
Husband relation from a
