The common tool used to punch a chassis is a "chassis Punch" sometimes
called a "Greeenlee" punch after the major manufacturer.

Two parts joined by a big bolt.  As you tighten the bolt the Cutter is drawn
into the Die and makes a clean cut.  They even exist in versions to make
rectangular holes.
