I was there a couple years ago and also toured it. My recollection was
that the massive turbines take hours to spool up or coast to a stop
and so they're kept spinning all the time unless shut down for
maintenance. I could be remembering wrong though as it's been a while.
Impressive place, I remember how the whole building trembled
continuously from the force of the water.
